Mortgage Refinance in Roxbury, MA

Roxbury holds more income-restricted housing than any other Boston neighborhood, and 486 of those homes are owned rather than rented. If yours is one, the rider on your deed decides what a refinance can do before anyone looks at the numbers.

Roxbury Refinances in 2026

City Signs Off

A refinance on a restricted home is a permission before it’s a loan. On an inclusionary unit you contact the City’s compliance office first. It wants the new mortgage subordinated and a certificate issued, and allows refinancing up to 95 percent of the maximum resale price.

Most of Roxbury’s restricted stock isn’t inclusionary. It falls under a City affordable housing covenant, and there your own deed rider sets the terms. Send it to us.

Cash Out Consent

Taking cash out of a restricted home is a document question before it’s a numbers question. Freddie Mac allows it on a resale restricted property only with the subsidy provider’s approval. A land trust ground lease has to require the trust to approve any refinance and any home equity line.

What Affects a Roxbury Refinance

The appraisal

Capped or Pretended

Where the restriction ends at foreclosure, Fannie Mae has the appraiser value the home as though the restriction weren’t there. Where it survives, the appraisal has to reflect it.

Why that decides your number

Two homes on the same street can appraise very differently, and the deed is the reason. Where the restriction survives, the report has to rest on sales of similarly restricted homes, which are scarce. On a land trust home the appraiser can’t use other trust sales as comparables.

The term

Thirty Then Twenty

A City-assisted ownership restriction runs 30 years, and the City can extend it 20 more at its own option. Inclusionary units are usually restricted longer, typically 50 years.

Why the remaining term matters now

Roxbury’s restricted stock is mostly City-funded infill rather than downtown inclusionary set-asides, so the shorter term is usually the one in play here. A 30-year refinance can run past the first term and into the extension, and the extension isn’t yours to assume. Read the date on the rider first.

The paperwork

Not on the List

No Boston program appears on Fannie Mae’s Certified Shared Equity Program List dated September 10, 2026. One Massachusetts program is on it, the Amherst land trust.

What absence actually means

Being off the list isn’t disapproval. It means the lender reads the ground lease and the rider itself rather than relying on a certification, which costs calendar time. Dudley Neighbors Inc owns the land under homes in Roxbury and North Dorchester. We find which investor’s rules fit your documents.

Flood Check on a Refinance

0

privately owned Roxbury homes are in a FEMA high-risk flood zone, by our count against FEMA’s map and the city parcel file. The mapped high-risk ground nearest here runs along the neighborhood’s eastern edge.

A refinance still gets its own flood determination, because the federal requirement covers renewing a loan as well as making one. Here it almost always comes back clean. The 0.2 percent band touches 126 parcels, 63 of them homes. Send us the address.

Roxbury Refinance Details

The cost

No Excise Here

Massachusetts charges its deeds excise on a sale. A refinance isn't a sale, so there's none to pay. At the registry you pay the recording fee on the new mortgage.

The pricing

No Restriction Adjustment

Fannie Mae's guide states there are no price adjustments specific to loans with resale restrictions. A deed rider doesn't make the loan cost more. It changes who can buy it and how long the file takes.

The timing

Certificates Run Out

The City's certificates on a restricted home are each good for six months, and its compliance review doesn't start until you ask. Build that in early.

Deed excise on a refinanceNone. The excise comes with a sale.
Recording the new mortgage$205 at the Suffolk Registry of Deeds
Property tax$12.40 per $1,000 (fiscal 2026), before the residential exemption
Income-restricted housing here10,912 units, the most of any Boston neighborhood. 486 owned.

Before You Refinance in Roxbury

Two numbers settle most refinances: what the new loan costs to set up, and how long you'll keep it. These tools run both.

Why a Local Broker

  • We shop your refinance across many lenders. A bank can only offer its own.
  • We read Boston's paperwork for a living, from deed riders to the Suffolk registry.
  • A licensed loan officer picks up, not a call center.

Roxbury Refinance Questions

Can I refinance a City-restricted condo at all?

Usually yes, with the City involved. On an inclusionary unit you contact its compliance office first. The City subordinates its restriction to the new mortgage, issues a certificate, and generally allows up to 95 percent of the maximum resale price. Under a City affordable housing covenant the rider sets the terms. Send it to us.

Why would the appraiser ignore my restriction?

Because of what happens to the restriction in a foreclosure. Where it ends automatically, Fannie Mae has the appraiser value the home under a stated hypothetical condition that it isn't there. Where it survives, the opposite applies and the appraisal has to reflect it, resting on sales of similarly restricted homes.

I lease the land. Who owns my house?

You do. The land trust owns the ground under it and you hold a long lease on top. For a refinance the trust has to approve it, including a home equity line, and the lender reads the lease and its rider first.

Start with the Rider

Send us your current statement and the rider or ground lease if there is one. We'll tell you what a refinance can do before anyone orders an appraisal.
